A Blue Alert is a public notification system designed to rapidly disseminate information about suspects who have killed, seriously injured, or pose an imminent threat to law enforcement officers. The primary goal of Blue Alerts is to solicit assistance from the public in apprehending these suspects, thereby enhancing the safety of both law enforcement personnel and the general public.

Activation Criteria: Blue Alerts are typically activated under the following circumstances:

  • When a law enforcement officer is killed or seriously injured in the line of duty, and the suspect has fled the scene, posing an imminent threat to public safety.
  • When a law enforcement officer is missing under circumstances that warrant concern for their safety, and the suspect poses an ongoing threat to the public.

Implementation in the United States: In the U.S., the National Blue Alert Act of 2013 established a nationwide system to support and coordinate Blue Alert plans across federal, state, and local levels. This system ensures timely and accurate information dissemination to aid in the swift apprehension of suspects who have harmed or pose a threat to law enforcement officers.

As of December 2023, 27 states have implemented Blue Alert systems, each with specific criteria and procedures for activation. For example, in California, a Blue Alert is issued when a violent attack on a law enforcement officer occurs, and the suspect poses an imminent threat to public safety.

Recent Example: On March 16, 2025, the Oklahoma Highway Patrol issued a Blue Alert for Billy Wayne Williams, who was suspected of shooting a police officer in Muskogee County. The alert provided detailed information about Williams’ appearance and the vehicle he was believed to be driving, aiming to solicit public assistance in locating and apprehending him.

Blue Alerts serve as a critical tool in ensuring public safety by swiftly disseminating information about individuals who pose significant threats to law enforcement and the community at large.
