​Dr. Jill Underly is an American educator currently serving as the Superintendent of Public Instruction for Wisconsin. Born on August 2, 1977, in Hammond, Indiana, she has dedicated her career to public education. Underly earned her bachelor’s degree from Indiana University Bloomington in 1999, majoring in history and sociology. She began her teaching career as a social studies instructor at Frankfort and Munster High Schools in Indiana. Pursuing advanced studies, she obtained a master’s degree in secondary education curriculum and instruction from Indiana University-Purdue University Indianapolis in 2004. In 2005, she relocated to Wisconsin, where she continued her education at the University of Wisconsin-Madison, earning a second master’s degree in educational administration and later a Ph.D. in educational leadership and policy analysis. Her professional experience includes roles as an assistant director at the Wisconsin Department of Public Instruction and as the superintendent of the Pecatonica Area School District. In April 2021, Underly was elected as Wisconsin’s Superintendent of Public Instruction. She was reelected for a second term on April 1, 2025, defeating challenger Brittany Kinser, who was endorsed by Republicans. Underly’s leadership focuses on supporting teachers, investing in students, and advocating for public education at all levels.
